- Take Hwy 158 North which turns into Hwy 168.
- Cross the Virginia State Line onto the Chesapeake Expressway.
- Merge onto 464 North to Exit 6A I-264 West.
- Go through the tunnel to Exit #5 Frederick Blvd.

From Chesapeake (6 MIN AWAY)
- Take 464 North to Exit 6A I-264 West.

From Mid-Town Tunnel (5 MIN AWAY)
- Take 58 West Downtown Portsmouth and bare right to the Port Norfolk Exit.

Elizabeth River Crossings (ERC) is responsible for incident response, snow removal, operations, and maintenance of the Elizabeth River Tunnels and approximately 51 lane miles of associated roadways (illustrated left).
While ERC provides incident response and Safety Service Patrols for the West Norfolk and Berkley bridges, operations and maintenance responsibilities for both bridges remain under Virginia Department of Transportation (VDOT) jurisdiction.

Headquartered in Portsmouth, Virginia, Elizabeth River Crossings OpCo, LLC, is the private partner of the Virginia Department of Transportation for the design, construction, finance, operations and maintenance of the Elizabeth River Tunnels Project, with SKW Constructors, JV as design-build contractor. Located in Norfolk and Portsmouth, Virginia, the Project is comprised of a new two-lane tunnel under the Elizabeth River parallel to the existing Midtown Tunnel; fire, life and safety modifications and upgrades to the existing Midtown Tunnel and Downtown Tunnels; interchange modifications in Norfolk and Portsmouth; and extending the MLK Freeway in Portsmouth from London Boulevard to I-264.
